Vietnam has been on a quiet but significant digital transformation journey over the past few years, and VNEID sits at the center of it. For years, it was something expats could mostly ignore, a tool built for locals that didn’t quite apply to outsiders.
That changed in mid-2025. Vietnam has hit the “fast-forward” button on its digital transformation. VNeID is no longer just an optional app; it is becoming the digital backbone of the country. Whether you are navigating daily life as an expat or steering an FDI company, here is how to master this new digital landscape.
What Is VNEID and Who Manages It?
VNEID, short for Vietnam Electronic Identification, is Vietnam’s official national digital identity application. It was developed by the National Population Data Center under the Ministry of Public Security and has grown from a basic health declaration tool during the COVID-19 pandemic into one of the country’s most widely used digital platforms.
What makes VNeID more than just a digital wallet is the sheer range of things you can do with it. On the document side, you can store and present your ID card, health insurance card, driver’s license, and tax information, all without needing to carry physical copies. But VNeID goes well beyond storage. You can use it to carry out a wide range of administrative procedures directly through the app, including residence registration, applying for criminal record certificates, and handling vehicle registration. It also serves as your single login for major government portals: the National Public Service Portal, the General Department of Taxation’s eTax system, and Vietnam Social Security’s VSSID platform are all accessible through your VNeID account. In practice, this means far fewer trips to government offices and far less paperwork to manage in person.
The app operates on a two-tier account system. While a Level 1 account provides basic digital identification, a Level 2 account is the fully verified version, linked to your biometric data, and unlocks the full range of government and private sector services.
Why Does VNEID Matter?
Think of VNeID as your digital passport to navigating Vietnam’s administrative ecosystem. Once you have a verified account, the app quietly starts doing a lot of heavy lifting in your day-to-day life here.
Some examples worth knowing: heading to the airport for a domestic flight? Vietnam Airlines and some local carriers now support VNeID-based check-in, letting you complete the process digitally without presenting a physical ID. Opening a bank account or applying for a payment card? Biometric authentication linked to VNeID has been mandatory for online banking transactions since January 2025, and for new card issuances from January 2026. Citizens can also use VNeID to register residence, verify their identity for banking and rental agreements, notarize documents, request driver’s license renewals, and transfer vehicle ownership through the National Public Service Portal, without needing to visit a government office in person.
For companies and businesses, VNeID-linked accounts can be used to log in directly to major national portals and handle procedures such as filing tax declarations through eTax and submitting regulatory filings through the public services portal, without needing to remember a dozen different accounts and passwords. It is worth noting that a company’s legal representative or authorized delegate must hold a personal Level 2 VNeID account before the business-level account can be activated. The process can be completed through the app, with verification typically taking a few days to a couple of weeks. If you run or represent a business and have not yet sorted this out, it is worth prioritizing.
On top of that, the Vietnamese government is working toward integrating 578 types of documents into VNeID, covering 188 for individuals and 390 for organizations, alongside 324 administrative procedures that will accept VNeID in place of physical documents. This is a significant shift that will reshape how paperwork gets done in Vietnam.
Who Needs to Register?
For years, VNEID was available only to Vietnamese citizens. That changed in mid-2025.
Effective July 1, 2025, the Vietnamese government launched VNeID registration for all foreigners holding Temporary Residence Cards (TRCs) or Permanent Residence Cards. This is a game-changer for the expat and foreign business community.
According to Article 7 of Decree No. 69/2024/ND-CP, foreigners aged 6 and above who hold a valid Temporary Residence Card or Permanent Residence Card in Vietnam are eligible to register for both Level 1 and Level 2 VNeID accounts. Importantly, foreigners who only hold a short-term visa, such as an e-Visa or visa on arrival, are not eligible.
How To Register? A Practical Overview
The registration process for foreigners has two parts depending on which account level you need.
For Level 1: Download the VNeID app from the App Store or Google Play, enter your passport or travel document number, provide an email address or registered phone number, capture a facial photo through the app, and submit. Processing typically takes no more than one working day.
For Level 2, an in-person visit is required. Foreigners must register directly at the Immigration Management Office or the Immigration Department of the Ministry of Public Security. Bring a valid passport, a valid Temporary or Permanent Residence Card, and an active Vietnamese mobile phone number registered in your name. Officers will take your photo and fingerprints for biometric verification, and processing typically takes between three and seven working days depending on whether your biometric data is already in the national database.
VNEID for Locals vs. Foreigners: Key Differences
The VNeID experience is broadly similar but with notable differences. Vietnamese citizens can link their chip-embedded Citizen Identity Card (CCCD) directly to the app, enabling a wider range of integrated services. Foreigners receive a unique foreigner identification number within the system and can access public services, residence registration tools, and banking verification.
That said, some features remain in phased rollout and not every private platform has completed integration yet. Think of it as a system that is actively expanding, worth getting set up now so you are ready as more services come online.
Latest Updates Worth Knowing
VNeID is moving fast. In 2025 alone, the app went through twelve major and minor updates, a pace that signals this is no longer a static government tool but an actively evolving platform.
A few updates worth paying attention to:
Diplomas, transcripts, and passports are now integrated. Since September 2025, ordinary passports, academic diplomas, and vehicle insurance registrations have been added to the documents you can store and present via VNeID. If you are in Vietnam for work or study, this means your key credentials are increasingly accessible in one place.
Air travel is going digital. Under a directive from the Prime Minister’s office, passengers are now expected to complete check-in via biometric verification linked to VNeID or through self-service kiosks. Vietnam Airlines has confirmed that VNeID-based check-in speeds up passenger flow and reduces the need for physical document checks. During the transition, carrying a physical ID is still advised, but the direction is clear.
Banking now requires biometrics, and VNeID is the link. Biometric authentication for online banking transactions became mandatory in January 2025. From January 5, 2026, banks are required to conduct face-to-face biometric verification before issuing new cards or accounts. If you do any banking in Vietnam, your VNeID verification status is directly relevant to your financial access.
SIM card verification via VNeID is now available. As of April 2026, mobile users in Vietnam can verify their SIM card ownership directly through the VNeID app, a security measure aimed at preventing SIM-related fraud. This is useful to know if you are sorting out your phone registration as part of the Level 2 signup process.
Livestream sellers must link to VNeID. If you run an online business or sell through live-streaming platforms in Vietnam, incoming e-commerce regulations require domestic sellers to verify their identity through VNeID. Foreign sellers are subject to equivalent document verification requirements.
Looking further ahead, the Ministry of Public Security has proposed upgrading VNeID into a national digital super platform, a single access point for interactions between citizens, businesses, and the state, comparable to Singapore’s SingPass or India’s Aadhaar. Whether or not the timeline stays on track, the direction of travel is clear: VNeID is becoming the backbone of how administrative, financial, and legal life works in Vietnam.
Things to Keep in Mind
Your Vietnamese phone number must be registered in your own name, not a company SIM or unregistered number. Officers will check this during registration. If your residence card expires, your VNeID account status will be affected, so keep documents current. Never share your VNeID account credentials with others, as each account is personally tied to your biometric data. If your visa or residence status changes, update your information in the app accordingly.
It is also worth knowing when your VNeID account can be locked. The system will automatically flag and deactivate a foreigner’s account in several situations: if you request the closure yourself, if you violate the VNeID usage agreement, if your passport or international travel document expires, or if your permitted residence period in Vietnam ends. Accounts can also be locked in the event of the account holder’s death, or upon a formal request from a competent prosecuting or law enforcement authority. In short, keeping your documents current and your residency status in order is not just about legal compliance, it directly affects your access to every service linked to your VNeID account.
Vietnam’s digital infrastructure is moving quickly. VNeID is not just another government app; it is becoming the backbone of how legal, financial, and administrative life works here. Getting set up early means fewer surprises and smoother operations as more services shift online.
