    Imagine preparing a bilingual power of attorney for an overseas director. Your old template uses one English name for a ministry, its current website uses another, and a translator suggests a third. All sound plausible. Which one belongs in the document?

    That problem became more visible after Vietnam reorganized ministries, agencies and local government bodies. Old bilingual templates continued circulating, newly merged authorities needed English names, and the 2009 translation guidance no longer reflected the wider political and administrative structure.

    Vietnam has now updated the rulebook. Circular 05/2026/TT-BNG, issued by the Ministry of Foreign Affairs on June 30, 2026, took effect on August 15, 2026. It provides standardized English translations for the national title, agencies, units and positions across Vietnam's political system. It also replaces Circular 03/2009/TT-BNG.

    For a foreign founder or small business, this is not a new filing obligation. It is a reliable naming reference for bilingual contracts, translated licenses, government correspondence, tender documents and other English materials that mention a Vietnamese authority.

    What changed from the 2009 rule?

    The old Circular 03/2009/TT-BNG focused on the state administrative system and external transactions. The 2026 circular is broader. Its wording covers agencies, units, leaders, officials and civil servants throughout the political system, not only administrative bodies.

    Its 26 sections extend beyond ministries to the state name, Party bodies, the National Assembly, the President, courts, procuracies, political and social organizations, local authorities, officials and common organizational units.

    It also reflects the current Government structure and newer local terminology, including commune, ward and special zone. This matters because a translation copied from an older file may refer to a ministry that has been merged, use an outdated local level, or apply an abbreviation that the current authority does not use.

    Importantly, Circular 05 does not itself reorganize the Government or change an agency’s powers. It standardizes the English wording for a structure established under other legislation.

    How the new translation system works

    Article 2 of Circular 05/2026/TT-BNG establishes three practical rules.

    First, when a name or position appears in the appendix, its listed English wording is the standard reference.

    Second, English abbreviations for ministries and ministerial-level agencies are based on the abbreviations those authorities have actually used in foreign-language documents. In other words, you should not create an acronym simply by taking the first letter of your own translation. The appendix confirms forms such as MOFA for the Ministry of Foreign Affairs, MERA for the Ministry of Ethnic and Religious Affairs, and MST for the Ministry of Science and Technology.

    Third, if a name or position is not included, the relevant agency or unit may translate it and is responsible for its accuracy. Under Article 3, questions can be referred to Cục Lễ tân Nhà nước và Phiên dịch đối ngoại under the Ministry of Foreign Affairs.

    Why this matters if you run a business here

    This is not a technicality for translators to lose sleep over. If you run a business, sign contracts, apply for licenses, or write to any authority in Vietnam in English, you already reference these names somewhere: on your website, in a contract's opening clauses, on invoices sent to a head office abroad, in a cover letter to your local Sở, or on a visa or work permit file.

    For anyone producing English language documents in Vietnam, this circular is now the reference to check against, not whatever a freelance translator half remembers from a job a few years back.

    Official English names of Vietnam’s Government, ministries and leaders

    Items 12 and 13 of the appendix are likely to be the most useful sections for international businesses. They provide the English names and abbreviations of the Government, all ministries and ministerial-level agencies, together with the corresponding leadership titles.

    The list is complete for the current cabinet-level structure. It matches Resolution 09/2026/QH16, which establishes 14 ministries and three ministerial-level agencies. It does not list every subordinate department or local authority, which are addressed elsewhere in the appendix.

    Titles you will actually run into

    Section 13 covers the Prime Minister, the Deputy Prime Ministers, and the head of each ministry and agency above. Most of these follow one simple rule: take the English ministry name from the table above and put "Minister of" in front of it. Bộ trưởng Bộ Tư pháp becomes Minister of Justice. Bộ trưởng Bộ Y tế becomes Minister of Health. The three ministerial level agencies break that pattern, so they are worth listing on their own.

    If you deal with a Sở or a People's Committee

    Most foreign business owners spend far more time with local government than with any ministry in Hanoi. Sections 24 and 25 of the appendix cover this level, and a handful of these translations come up constantly if you have ever registered a company or applied for a business license.

    One pattern worth noting from the appendix's own examples: a Sở is named as "[Location] [Field] Department," not "Department of [Field]." Sở Ngoại vụ Đà Nẵng becomes Da Nang External Relations Department, not Department of External Relations of Da Nang. It is a small structural difference, but it is exactly the kind of detail that separates an official looking translation from a rough one.

    Small wording details that are easy to miss

    The country’s formal name is The Socialist Republic of Viet Nam, with Viet Nam written as two words. The appendix uses Vietnamese as the adjective and for a Vietnamese person, while the possessive form is Viet Nam’s.

    Some titles depend on context. Vietnamese terms such as Chủ tịch, Chủ nhiệm and Trưởng ban may be rendered as President, Chair, Chairman, Chairwoman or Head depending on the institution. Generic translations should therefore not be applied blindly. The appendix also distinguishes terms such as Acting, Standing or Permanent, and In-charge when they qualify an official title.

    At local level, it uses People’s Committee, People’s Council, Province, Commune, Ward and Special Zone/Region, useful when translating addresses, local approvals or correspondence.

    If the name you need still is not listed

    Twenty six sections is thorough, but it does not cover every unit inside every ministry, especially at the sub department level. If your document references something the appendix does not, Article 2 leaves the translation, and responsibility for its accuracy, to the agency or unit concerned. The circular does not address private documents, so in practice a business, its lawyer, or its translator has to choose the wording. Two things help here: build the name the way the appendix builds its own examples (a Cục becomes an Authority, a Directorate or a Department depending on the type, a Vụ becomes a Department, a Phòng becomes a Division), and keep a short note of your reasoning in case a bank or authority later asks how you arrived at it.

    What should foreign businesses and expats do now?

    There is no registration process for private companies under this circular, and the circular does not set out a specific fine for a business that has an older English translation in its files. It also does not say that existing signed contracts, licenses or certified translations automatically become invalid on August 15, 2026.

    The sensible response is to update forward-looking materials without rewriting history.

    1. Review reusable bilingual templates. Check contracts, powers of attorney, cover letters, tender forms, compliance reports and email templates that name Vietnamese authorities.
    2. Update your internal glossary. Give legal, HR, accounting, immigration, communications and translation teams one approved list rather than allowing each person to translate independently.
    3. Check abbreviations carefully. Use the abbreviation in the appendix or in the authority’s current foreign-language documents. Do not assume that a familiar older acronym remains correct.
    4. Keep the Vietnamese name authoritative. For filings in Vietnam, reproduce the authority’s Vietnamese legal name exactly as shown on the current form or source document. The English wording is normally supplementary unless a particular procedure says otherwise.
    5. Treat historical documents carefully. If you are translating a document issued before an agency was reorganized, translate the institution named in that original document. Do not silently replace it with a successor authority. Add an explanatory note if the modern relationship matters.
    6. Ask when the appendix is silent. A subordinate unit may have an approved English name of its own. Check its official website or foreign-language documents, or confirm with the issuing authority or a qualified translator.

    The bottom line

    Circular 05/2026/TT-BNG will not change how most foreigners run their businesses day to day. What it changes is the quality and consistency of the English language used around Vietnam’s public institutions.

    A correct authority name makes a bilingual document easier to verify and reduces confusion. If your business regularly deals with Vietnamese authorities, make the 2026 appendix your standard reference.
