Ho Chi Minh City Official Portals 2026

Your accountant forwards a screenshot about a new city policy. A business partner asks whether the announcement is already in force. A potential investor wants official data on Ho Chi Minh City's economy. You search online and find several websites that all appear official, but none of them does quite the same job.

This is where many foreign residents and small business owners lose time. The problem is not a lack of information. It is knowing which Ho Chi Minh City portal answers which question, and how much weight to give the answer.

The three portals in this guide serve distinct purposes. The city portal publishes information from the local administration. Government News reports on HCMC through a wider public-policy lens. HCMC Statistics provides official economic and social data. Knowing the difference helps you move from an announcement to its context and then to reliable evidence.

The three Ho Chi Minh City portals at a glance

There is also a 2026 reality worth keeping in mind. Ho Chi Minh City's administrative geography and local government structure changed substantially in 2025. Older pages, forms and search results may still use former district names or an earlier administrative structure. Always check the publication date, the reporting period and the authority currently responsible for the location concerned.

1. HCMC Electronic Information Portal

Start with the city administration

Official portal: hochiminhcity.gov.vn | English portal: hochiminhcity.gov.vn/web/hcm-eng

The HCMC Electronic Information Portal is the city's main online information channel. The Ho Chi Minh City People's Committee is its governing authority, and the Office of the People's Committee is identified as the standing agency. The city officially launched a rebuilt version of the portal on 26 December 2024, replacing the former city information page with a more modern, mobile-compatible platform.

For an individual or business, this is the most sensible first stop when the question is: what is the HCMC administration announcing?

The portal covers the city's policies, leadership, administrative activity, local mechanisms and programmes. Its audience-specific sections make it practical. Citizen News carries notices relevant to residents. Business News focuses on enterprises. The Utilities area can surface city events, exhibitions and related activities.

Imagine that you run a small consultancy and hear that HCMC is preparing a business support programme or changing the way a local procedure is handled. The main portal can help you confirm whether the city has actually made an announcement, identify the agency involved and find the original notice or linked document. It is also useful for following administrative reform, infrastructure plans, investment promotion and matters affecting daily life in the city.

The important limitation is that a portal article is not automatically the rule you must follow. If a notice affects a licence, tax position, employment process, lease or other legal obligation, open the underlying decision, plan or legal instrument and check its effective date and scope.

Vietnamese and English versions

The English portal is useful for selected city news, a general overview and institutional information. It is not a complete mirror of the Vietnamese website. The Vietnamese version contains the fuller citizen, business and utility streams and should be checked for time-sensitive local information. Some English directory pages also remain indexed with the pre-2025 district and Thu Duc City structure, so confirm the date before relying on an organisational listing.

2. Government News HCMC

Understand the story behind a policy update

Official portal: tphcm.baochinhphu.vn

This is the Ho Chi Minh City specialised page of Government Electronic Newspaper, or Báo Điện tử Chính phủ. It is part of the official Government news operation under the Department of Government Information and Communications. It is not another version of the HCMC People's Committee portal.

That difference is useful. The city portal tells you what the local administration publishes. Government News reports HCMC developments through a wider Government and public-policy lens. Its sections cover current affairs, Government and the City, the economy, businesses, start-ups, law, health, education and technology, culture and entertainment, real estate, planning, projects, tourism and multimedia. It also maintains topic pages for major policy programmes and development priorities.

For a small business owner, this is often the easier place to understand why an issue matters. A technical city document might be difficult to interpret on its own. A Government News report can explain the meeting, policy objective, project background, implementation concerns and comments from public authorities or businesses.

It is especially useful for monitoring infrastructure, planning discussions, investment policy, enterprise support and the relationship between central Government direction and city implementation. Foreign investors can use its reporting to spot subjects that deserve closer legal or commercial research.

But treat it as a newsroom, even though it is an official one. Words such as "proposal", "request", "plan", "expected" and "draft" matter. A report that the city is considering a measure does not mean the measure is already effective. Before changing a contract, budget, compliance process or investment decision, locate the final instrument and verify it through the appropriate legal or administrative source.

One practical update: older references may point to tphcm.chinhphu.vn. During our September 2026 review, the active specialised page was at tphcm.baochinhphu.vn, which is the address worth bookmarking.

3. HCMC Statistics

Use official numbers, not recycled headlines

Official portal: thongkehochiminh.nso.gov.vn

HCMC Statistics is the city's state statistics office. It operates the portal to collect, compile, analyse and publish official statistical information for socioeconomic management, while also making that information available to residents, businesses, public agencies and other organisations.

This is the portal to open when your question begins with "how many", "how fast" or "compared with when". It publishes periodic socioeconomic information, statistical survey and census material, official documents, statistical publications and yearbooks, classifications and searchable data.

The Economic and Social Information section is particularly useful. When checked in September 2026, the August 2026 release was available in four formats: a bulletin, an infographic, a data file and a narrative report. That gives different readers a useful choice. You can scan the infographic, understand the context in the written report and use the data file when you need numbers for a business plan or presentation.

A retailer might review consumer prices and retail activity. A hospitality company might follow tourism and labour indicators. A manufacturer or investor might look at industrial production, investment, enterprise activity and trade. Official city statistics provide a stronger foundation for a market-entry memo than a number repeated by an unsourced blog.

There are two traps to avoid. First, a homepage dashboard may not be the newest release. Open the relevant report section and check both its publication date and reference period. Second, the 2025 administrative reorganisation changed HCMC's geographic scope. A figure for the enlarged city may not be directly comparable with an older series covering the former boundary. Look for methodological notes, preliminary or revised labels and consistent geographic coverage before building a trend line.

The portal provides city-level context, not due diligence on a particular company, customer, neighbourhood or property. It is also primarily in Vietnamese, so important figures and definitions may require careful translation.

A simple way to use these portals together

Suppose you hear that HCMC is considering a new support mechanism for companies in your sector.

1. Check the HCMC Electronic Information Portal for the city's announcement and the agency involved.
2. Read the Government News HCMC page for context, stakeholder comments and the relationship with national policy.
3. Use HCMC Statistics to test the market assumptions behind the policy with official data.
4. Before making a legal or compliance decision, verify the final instrument through the relevant official legal database, gazette or issuing authority.

Each source answers a different question. The city portal shows what the administration has announced. Government News explains the development and its policy background. HCMC Statistics provides evidence about the local economy. The underlying legal document, rather than the news report, tells you what is in force.

The bottom line

Use the HCMC Electronic Information Portal for official city updates, Government News HCMC for timely policy context and HCMC Statistics for credible local data.

For a foreign resident or small business owner, these websites are most valuable when they help you ask a better question. They show you what has been announced, which authority is involved and where the supporting information may be found. They do not remove the need to check the current rule or obtain advice for your exact situation.
